The use of the word boulai ‘plans’ at I.15.071 (Ἀθηναίης διὰ βουλάς) conveys not only the idea of Athena’s divine planning as a prime motivation for the overall epic plotline but also the idea of intelligence as a prime characteristic of this goddess (see BA 24).
